That's my point, a gateway may be considered a ECN or PECN which means they can be ordered to log everything (if in UK).
Even under RIP or DRIP which are in force today people can be ordered to hand over keys and locked up if they don't provide them ... DRIP runs out this year which is why the IP Bill is being rushed through Parliament (with minimal scrutiny).
As I said I don't particularly agree with what's being done, but it is being done and it is probably going to become law in the UK.
The authorities don't want anonymous access to "networks" and are implementing laws to ensure that if it happens they have penal ways to ensure they can at least monitor what's going on ...
In the UK the laws on wireless have penalties that are extreme (when the Wireless Telegraphy Act was introduced it was easier to convict a spy for having illegal wireless transmitting or receiving equipment than prove they were a spy) so in the UK there is no such thing as unlicensed spectrum, only license exempt spectrum, which means if you abide by the license you don't need a specific license (which you won't get in bands like 868MHz or 2.4GHz), but license exempt also means that Ofcom (now at least) has passed a Specific Instrument (SI, which is basically an act of Parliament making whichever band license exempt based on a set of regulations Ofcom has specified). Breaking an SI means going to jail (or a fine at the least).
The Government is now trying to do the same for IP comms ...
