Why should it infringe 'privacy' you're registering a device to allow it on a network, if the security services/Police/etc want access to that data, you'd have to comply anyway. Otherwise that data is not being made available anywhere, except to the registrant of the device. If the DEVID/PAC (the PAC would be allocated once and tied to the user), but from then on, the rest of the network would only ever need to know the DEVID (i.e. it's registered or not).
