But you're missing the point, I'm not trying to install fear, etc. There are existing laws in place which in the UK gateway providers will have to comply with, your ISP may already have T&C's in place that forbid you sitting a gateway on their network exactly so you can NOT have anonymous access to anything across their network (or similar).
If you're providing a public electronic communications network, you already have obligations under the Comms Act (and I'd say gateway providers fall into that category), ok so they're only part of the whole solution, but still part of it.
If there really is truly anonymous access to get data on to the 'internet' then it's a problem.
I still don't fully understand how the security model works and keys are issued etc.
