Note that for ttnctl devices register personalized ... --relax-fcnt one needs the May 1st or later version of ttnctl.
Also note that, while --relax-fcnt indeed makes the backend not reject messages with a counter that is lower than expected, the backend will still perform de-duplication. So, when sending the same payload using the same counter, then the backend might still silently ignore it until one of them changes.
