Personally I think it is up to the local community to decide in what language they want to communicate among each other. If the majority (or maybe all) of the local community prefers Persian they should feel free to do so (I think some call this democracy). Indeed other communities also use local languages. This may limit access for some in the local community (like expats), but then again: Google Translate (or any other capable translation service) is your friend, so here I go:
