Libelium have had two goes at LoRa. The first launch was using LoRa modulation only, nothing to do with LoRaWAN and so it is a proprietary system.
They then started making LoRaWAN compliant nodes too, using RN2483, and so they have LoRaWAN capability. But I think its for the end-node only, nothing visible for a LoRaWAN gateway.
If you want to move quickly then buying a Multitech or Kerlink is a good way to go, and the main difference is whether you want to mount it externally (waterproof Kerlink) or indoors (Multitech). DIY gateways are possible but it depends on your balance of money versus time/risk. Of course, TTN will have their own gateway, but not until the summer.
